Its finish
The reason Jesus said that it was finish is because the will of God had been completed.

Yet it was the will of the Lord to
crush him with pain. When you make his life an offering for sin,he shall see his offspring, and shall prolong his days; through him the will of the Lord shall prosper.Isaiah 53:10

The Death of Jesus

The mission to sacrifice his life was complete according to the doctrine.  For reasons beyond my understanding they didn't break His legs as the others, however, they did pierce Him in the side for Him to bleed out.  Because He was already dead, He didn't suffer any further.

Now those that witness His death will be able to testify that He did, in fact die, so they were also able to witness the miracle of him rising from the dead.

Jesus meant the salvation by death on the cross was ended as he felt he was dead. Jesus also meant that his death was at hand and wanted to say bye.

The sufferings and agonies in redeeming man are over. Through this tragical death God is reconciled to man, and the kingdom of heaven opened to every believing soul.

It likely meant a lot of things. such as: the pain is done, his mission was done, the offence done against him was at its fullest, the insult was over, etc...

The Death of Jesus

After this, Jesus, seeing that all things were now finished, that the Scripture might be fulfilled, said, "I am thirsty." Now a vessel full of vinegar was set there; so they put a sponge full of the vinegar on hyssop, and held it at his mouth. When Jesus therefore had received the vinegar, he said, "It is finished." He bowed his head, and gave up his spirit.
Therefore the Jews, because it was the Preparation Day, so that the bodies wouldn't remain on the cross on the Sabbath (for that Sabbath was a special one), asked of Pilate that their legs might be broken, and that they might be taken away. Therefore the soldiers came, and broke the legs of the first, and of the other who was crucified with him; but when they came to Jesus, and saw that he was already dead, they didn't break his legs. However one of the soldiers pierced his side with a spear, and immediately blood and water came out. He who has seen has testified, and his testimony is true. He knows that he tells the truth, that you may believe. For these things happened, that the Scripture might be fulfilled, "A bone of him will not be broken." Again another Scripture says, "They will look on him whom they pierced."

John 19:28-37
