How does Jesus link intimacy to him with obedience to him?" a "New" commandment?
Not a new commandment because it has always been the case that intimacy with God has resulted from our obedience to him. It was this same intimacy that Adam and Eve forfeited because of wilful disobedience.

I am a believer who lives in the UK.  We were informed about the situation in Eritrea for believers because of the wicked oppression of the Government by Rob Frost who visited a refugee camp near the border between Ethiopia and Eritrea and made a video to show the world.  The brother passed away a few months ago.
