everyone of us is a child of God and some of us who are walking out on the right path are the one's being referred to as "scattered". Our Father God is still waiting for them to realize and learn in what they are in to. He can easily turn everyone to be good but what he chose not to. Because he wants us to learn from our mistakes. He wants us to have our own freewill to decide whether we go right back to him or not. He doesn't wants us to be control by him in which He can actually do in a matter of micro-second. If we are in doubt in anything, He gave us advise, through the Holy Bible, on what we suppose to do. The word advise meant that He is not forcing us to do it my He wants us to practice our own decision whethere to follow it or not. We don't like to be force by someone to do anything. And this is also true with regards to out family. Our kids doesn't wants us to force them on what we parents wants them to do. If we force them, they may follow us but the result is not that good as what we expect them to do. We don't have the right to control anyone. It is actually the job of our Father God in which He doesn't even want to do it for us. We can just suggest what's best for someone but not to the extent of forcing them.

Therefore everyone is a child of our Father God and if we see that someone is out of the right path we should try to convince him/her to come back but not forcing him to. The time will come that he/she will realize that what he/she is doing is not right. And when that time comes. that means God already work with him/her.
