"According to Jesus, what does it mean to be loved by God?"

For God  to give his only beggotten son to die for sinners that we might live, because He loves us, this love cannot be quantified at all

And Bible says that His banner over us is Love, undiluted Love, the love of JESUS

Does Jesus believe lowly people are valuable? How valuable?

Yes JESUS loves me: I know. I am His precious child, as He has shown a sinner like me love and care. It shows that the lowly are equally valuable to Jesus.

This verse also shows us that JESUS truly love the meek and lowly. "Truly I say to you, this poor widow put in more than all the contributors to the treasury; for they all put in out of their surplus, but she, out of her poverty, put in all she owned, all she had to live on." ( Mark 12:41-44)
