Why does Jesus call "Love One Another" a "New" commandment?

Jesus calls "Love One Another" a "New" commandment because He Himself has established this commandment so that others will see that by following His example, we show all people that we are followers of Jesus and this is what the Lord expects of all men...over even the 10 commandments originally given.  Jesus wanted to show everyone what Love and Peace really are and how to express these. This is truly the character of God that we are to follow and live by.

"According to Jesus, what does it mean to be loved by God?"
That God loves the world so much that even though we sin, God has sent His Son to "pay for our sins" so that if we repent, and have faith in and follow the Law and the teachings of Jesus, that we may enter into the kingdom of Heaven through the Righteousness of Christ.

Does Jesus believe lowly people are valuable? How valuable?
Yes, Jesus believes that lowly people are valuable. So valuable that He spent most of His time with them and letting others know that the one's who have not should not be forgotten but focussed on.  He wanted the lowly to know that they are important and are precious to God.

Summary of Jesus
Jesus was born in Bethlehem, son of Mary and Joseph concieved by the Holy Spirit, raised in Nazareth, conversed with religious leaders at the age of 12, at the age of 30, he began His ministry, he taught of God and the ways to live in this life to please God, He recruited disciples, traveled the country, healed the sick, performed many miracles, proclaimed His role as Savior and His proclamation as God by saying 'I AM', he was rejected by the Jews, sentenced to death by crucifixion for an initial charge of harrassy, then of blasphamy, was crucified, His body taken by Joseph of Aramethia and placed in Joseph's tomb that he had made for himself but buried Jesus in it.  After 3 days, Jesus rose from the dead as He had said He would and appeared to many..he ascended into Heaven and sits on the Right Hand of God the Father until the time when He comes again to take His church back with Him.  After His appearances to the many, He had told them that He would send Another-this was the Holy Spirit sent to us to live in us to guide us and help us-God Dwelling Within Us!!!  Praise the Lord for His Goodness, Sacrifice, Redemption for Our Sins and for His GRACE!!!
