Why does Jesus call "Love One Another" a "New" commandment?

It is not new perse, Jesus was just re-emphasising this to the lost human race. Jesus calls it a commandment because life is purposeless without love. God breathed his Spirit into the nostrils of man, therefore all men possess his Spirit. That is why it is a sin not to obey this commandment. Man must  love one another because all men are carriers of God's Spirit.

"According to Jesus, what does it mean to be loved by God?"
God is "Spirit" and wants us to be spiritually renewed so that we can be in tune with what he wants us to do at any given time. That is why he loves us and values us because he knows our potential is beyond human imagination only if we obey his word and open up to his instructions, he will surely remove the veil from our eyes and we shall begin living in eternity.

Does Jesus believe lowly people are valuable? How valuable?

Yes, Jesus understands that all people are an image of God (God breathed his own Spirit into the nostrils of all human), therefere how can can one treat God's image in a lowly, disrespectful and inconsiderate manner"

Define "Compassion"?
Compassion is the burning desire of helping those who are hurting without passing judgement on them. Jesus understood why these people were hurting but nevertheless he wanted to see them in a state of perfection. Compassion therefore sees beyond the person's shortcoming(s), hoping that the person who has received compassion will never find himself in a similar situation.
