This is a parable. Jesus disapproved of organized religion (‘the traditions of men’). He declared “Render unto God that which is God’s and unto Caesar that which is Caesar’s”. Why were the religionists demanding money in God’s name" Jesus’ advice was an example of divine irony/sarcasm. When he told Peter to pay with a silver coin taken from the mouth of a fish he was saying that if it was God’s will then God would provide the coin.
