I think the message here was being directed at the Pharisees and by extension to the rest of the 'religious' communities that have followed. They believed that they were better (had more favor with God) because they were followers of the law.

The tax collectors were working for the Romans and were seen as traitors.

I think this was one of the ways Christ was showing the Pharisees that they were not all that they though they were.
