What is in the heart of the tax collector (rejected by society) that the Pharasee (religious leader) seems to lack?

The Tax collector is humble  , standing afar off ,would not so much  as raise his eyes to heaven but beat his breast  saying God be mercful to me a sinner

How would Jesus explain his statement that "The Kingdom of God is within you?"

Jesus explain his statment that The Kingdom of God does not come with observation. The Kingdom of God  is within you  but first He must suffer many things and be rejected this generation.Must finish all revelation then t  Jesus said to him Receive your sight your faith has made in well and immediately he received his sight and followed Him,glorifyingGod and all the people then they saw it gave praiseto God.
