They mocked at Jesus because it amused them that the man that proclaim to be the messiah and the king of the Jews did not fight back but looks misarable on the cross and and helpless.

Of course they will mocked Jesus because it is funny to see man half naked and full of bruise and wound but still claim Himself a King of Jews. As a Roman soldier they will never feel sympathy to Jesus because we all learn in history that Roman soldier is born to kill and crucify their enemy. If they do sympathy to their enemy then they not deserve to be soldier for Rome. BUT that would not stop Roman soldier to know the truth. After they stab Jesus with spear to verify whether he is dead or not, water gush out and this fulfilled His word No more would man-devils spill his sinless blood to the earth. The Roman soldier kneel down and believe He is the King of Israel.

Soldiers are supposed to obey orders. The governor had wanted no blood in his hand, so the actions of the soldiers were not prompted by the orders of Pilate. Hell was just let loose on Jesus, and whosoever was not for him, was against him really. Those soldiers, who mocked Jesus, were acting in the interest of the chief priests and the elders.

The Soldiers Mock Jesus

Then the governor's soldiers took Jesus into the Praetorium, and gathered the whole garrison together against him. They stripped him, and put a scarlet robe on him. They braided a crown of thorns and put it on his head, and a reed in his right hand; and they kneeled down before him, and mocked him, saying, "Hail, King of the Jews!" They spat on him, and took the reed and struck him on the head. When they had mocked him, they took the robe off of him, and put his clothes on him, and led him away to crucify him.
