The tax collector is cognizant that he is a sinner, and is in need of repentance. With a humble heart, he acknowledges this while the Pharasee in many ways is blind to the fact that while he has done many good things, is also a sinner. Unfortunately, he's trying to compare himself to others, when he should be more involved with what he can do to draw himself closer to GOD.
