He wants what's best for us so He weeps if we lost our way and gone astray. Why did Jesus say, "Let the dead bury their own dead, but you go and announce the Kingdom of God"? Those who are dead are already dead and they would not know what is happening. So it is of not useful to worry about the dead. The most important is those who are alive and to preach the gospel to them so that they can get eternal life and enter the kingdom of God.
