What does Jesus mean that "Everyone who exalts himself will be humbled and whoever humbles himself will be exalted"?
I think Jesus meant that you should not see yourself as more superior to others and should humble yourself as Jesus did.  He was all powerful and all knowing but He chose to be humble and not superior with all its accompanying air, arrogance and pride. The humble, on the other hand, is meek and do not have these air and arrogance.  In the end, he shall be praised for his humility both by God and man alike while the high and mighty, (so-called bigots) who think they are far superior to the rest  shall be taught a lesson to come down from his high horse and humble himself.

What does Jesus mean that "Everyone who exalts himself will be humbled and whoever humbles himself will be exalted"?
In the parable Jesus explained that if someone invited you to wedding dont sit on the front seat because maybe someone who is more important than you will sit in that seat you are about to taken, and the man in-charge of the the occasion will tell you to take the lower seat, you will be ashamed. In life this is true if you exalt yourself than God you will be punished. For instance in the congregation, you are one of the Pastors everytime you hear your members clapping their hands on your preaching beware its for God not for you. If you think you are the one that makes this people to appreciate you its wrong be humble give back to God all the praises and glory---be a servant.

How does Jesus want to care for the people of Jerusalem (Israel), and how do they respond?
Christ justly withdraws from those that drive him from them. They would not be gathered by him, and therefore, saith he, "You shall not see me, you shall not hear me, any more," as Moses said to Pharaoh, when he forbade him his presence, Exo_10:28, Exo_10:29.  The judgment of the great day will effectually convince unbelievers that would not now be convinced: "Then you will say, Blessed is he that cometh," that is, "you will be glad to be among those that say so, and will not see me to be the Messiah till then when it is too late."

Jesus Christ has shown himself willing, freely willing, to receive and entertain poor souls that come to him, and put themselves under his protection: How often would I have gathered thy children together, as a hen gathereth her brood under her wings, with such care and tenderness!
