Jesus said that it was not being repentance that cause one's sufferings. Most probably, what Jesus meant also was that whatever man is sufferings about is the consequences of his behavior and lack of repentance for his wrong doings.

The punishment that is linked to one's behaviour is eternal hell. Unless one repents and accepts Jesus as his Saviour, then he condemns himself to everlasting suffering in hell.

"Was Jesus trying to incite his death (eg. temple cleansing, accusation of leaders?) Yes, Jesus already knew his fate but He never disobeyed His Father's will. A never ending display of obedience for our sake.
