Jesus was trying to teach His disciples that they could carry on with their missions since they have the power and the authority to do so.  The Spirit of the Lord would guide them so they dont need to bring any material things for them to survive.  Also, the disciples should expect that not all people would accept them, some would reject them and their works.  Just the same, since the disciples have the power and the authority from God, they would triumph in the end.
