Luke must have interviewed many witnesses to have been able to write his report, a whole chapter in the Bible. If he was also the author of Acts, then it suggests that he was with Paul in many trips, meeting and associating with a large number of people and believers, and churches. Then if Theopilis was a high government official, then Luke would make sure that his report would be accurate and verifiable. Also, if Luke was a physician, his training as a physician must have come into play in witnessing, interviewing and writing the report.
