What actions of the scribes did Jesus warn against? Do we have people who act like this now?

Jesus warned us of pretentious people who acted as supposedly holy people who seek for themselves personal glory and benefits. We do have people like these in the form of hyporcrites who are selfish and seek glory for themselves

Why does Jesus place commandments to actively love above commandments to refrain from evil (thou shall notÃ¢€Â¦)? Note: Jesus answered with two quotations from the Jewish law about loving God (Deuteronomy 6:4), and about loving neighbors (Leviticus 19:18).

Jesus emphasises on love of God and your neighbours because only through love that we can have peace on earth. Jesus purposely put the love of God and our neighbours together so that when we love our neighours only than we love God or vise versa.
