Because as per the law it required two or more witnesses to condemn a person. He showed love and forgave her. Jesus always showed love towards sinners, that is one reason why even some great sinners repented off their sins and turned their lives to God. He knew that even this women would repent from her sin and turn towards Jesus for not condemning her like others did.
