Why does Jesus describe to his disciples how disobedient, ignorant and lazy servants are punished by their master, and how obedient, alert and active servants are given greater authority?

Because Jesus wants his disciples to be obedient and always waiting prepared for the coming of Jesus, so that when he comes he could set them over all that he has. Jesus does not want his disciples to be like the lazy servants so that they be beaten with many stripes for not being prepared for his coming, as said in the parable.
