He wanted to allay anxiety caused by fear of death from people. Maybe Jesus wept because Martha did not believe Jesus was going to raise Lazarus that very day not after the judgement day. He meant that (1)Lazarus was going to live after death (2)He was going to rise after His death (3) All those who believe in Him will live after judgement day. Jesus wept to sympathise with Lazarus`sisters Martha and Mary. Jesus was human when He was on earth, so He felt the pain as we do. Lazarus and his sisters were Jesus`friends.
