What is in the heart of the tax collector (rejected by society) that the Pharasee (religious leader) seems to lack?

The tax collector knows that rigtheousness is not easy to achieve in humans no matter how one tries, something always goes wrong somewhere, therefore he confesses his sins. This man looks like confessions were simply part of his daily interactins with God. To the Pharisee, he was simply boosting about his righteousness to God.
